Global Disaster Alert and Coordination System — Newsletter 11/19/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

  • Desde el 1 de septiembre hasta el 13 de noviembre de 2011, las lluvias afectaron a 318.387 personas y causaron 96 muertos.

  • Se registra afectacion generalizada en varias regiones del pais, siendo Sucre, Choco, Cesar, Magdalena y La Guajira los departamentos que representan un mayor numero de afectados.

  • El 5 de noviembre se registro un deslizamiento de tierra en el barrio Cervantes en Manizales (Caldas), que dejo 48 victimas fatales.

  • Con la celebracion del primer Comite Tecnico entre agencias del Sistema de Naciones Unidas (SNU), la Unidad Nacional para la Gestion del Riesgo (UNGRD) y Colombia Humanitaria se dio inicio oficial al Programa Conjunto para atender necesidades humanitarias en municipios priorizados de Choco, Cauca y Narino.

? Signature a Lome d?un accord tripartite entre les Gouvernements ivoirien et togolais et le Haut Commissariat des Nations Unies pour les Refugies (UNHCR) le 15 novembre.

? Retour volontaire de personnes deplacees internes du site de la mission catholique de Duekoue dans leurs quartiers.

? Le Programme Alimentaire Mondial (PAM) a effectue du 14 au 21 octobre une enquete de suivi post-distribution aupres de 240 beneficiaires dans 20 villages situes a proximite de la frontiere du Liberia (Toulepleu, Zouan-Hounien et Bin-Houye).

? L?Etat-major des Forces Republicaines de Cote d?Ivoire (FRCI), en collaboration avec le Cluster Protection, a tenu du 16 au 18 novembre un seminaire de formation sur les droits de l?homme et le droit international humanitaire, a l?intention des agents des forces de l?ordre de Cote d?Ivoire.

? La Commission Dialogue, Verite et Reconciliation (CDVR), en partenariat avec le Haut Commissariat des Nations Unies aux Droits de l?Homme et l?Operation des Nations Unies en Cote d?Ivoire (ONUCI), a tenu du 16 au 18 novembre un seminaire de formation sur les enjeux de la justice transitionnelle.

  • Following the take-over of Kurmuk by the Sudanese Armed Forces (SAF) on 3 November, the Sudanese Red Crescent Society reported that many medical clinics, schools and water points in Kurmuk town were severely damaged as a result of the recent fighting.

  • On 8 November, the conflict in Blue Nile State took on a new dimension when aerial bombardment by the SAF in New Quffa and Yafta in Upper Nile State, South Sudan, was reported close to the border with Sudan. The UN in South Sudan reported that according to initial investigations, one child and seven Sudan People?s Liberation Army (SPLA) soldiers were killed and a number of injured were evacuated after the bombings.In a separate incident on 10 November, aerial bombardment by the SAF was reported in the Yida area in Unity State, South Sudan, close to the border with Sudan. The UN in South Sudan reported that the bombardment struck a temporary camp for displaced and refugee populations in Yida.

  • The UN Humanitarian Coordinator in South Sudan condemned the attack on Yida, expressing serious concern about the impact on the civilian population in the area. The UN Secretary General also condemned the attack, expressing deep concern over the escalation of rhetoric between the Government of Sudan and the Government of South Sudan, particularly in regard to cross border support of rebel groups and incursions into one another?s territory.

  • In Darfur, on 6 November a UNAMID officer was killed and two others injured when their patrol came under attack by unknown gunmen in Nyala.

? According to the recently completed joint UN-Government Multi-Sectoral Needs Assessment (MSNA), more than 5 million people are in need of humanitarian assistance in Sindh and Balochistan provinces, while more than 744,000 people are still displaced following the monsoon rains and subsequent floods that occurred in August and September.

? The Revised Response Plan for the 2011 floods will be launched early December. In addition to Food Security, Health, Shelter, Logistics, Water, Sanitation and Hygiene clusters, the Early Recovery/Community Restoration, Education, Nutrition and Protection clusters have been rolled out.

Key issues - For the first time since October 2008, Israel allowed the entry of a small quantity of building materials for the private sector in Gaza. Despite the general ban on the import of such materials because of the blockade, they are supplied to the Gaza market in large quantities through the tunnels.

  • An Israeli court has ordered the evacuation of a Palestinian family from their house in East Jerusalem and the handover of the house to a settler organization. This comes alongside the renewal of demolitions in the city, after a four week lull.
